computerises Madhya Pradesh Commercial
Taxes Department

The honourable chief minister
of MP, Shri Digvijay Singh today inaugurated
the value added taxation (VAT) enabled
Madhya Pradesh commercial taxation department.
Madhya Pradesh commercial taxes is the
prime revenue earner for the state exchequer.
It was also apt that the e-governance
initiatives of Madhya Pradesh chose this
department for use of IT for efficient
and effective discharge of its function
thus making a difference to governance
in the state of Madhya Pradesh. In this
endeavour CMC Limited, a premier information
technology company was chosen as the consultant
cum implementers for the total job on
a turnkey basis.
The department has taken a lead over other
states where computerisation of commercial
taxes is still very much in words than
deeds. This ambitious project was shouldered
and driven from the level of commissioner
and involved active participation from
personnel from all sections of the department.
The scope of the project involved co-ordinated
planning right from the stage of site
preparation to micro-level implementation
issues to training to all its officers.
A major restructuring drive was held with
the induction of IT-operators in the department
to extend operational hand at the remote
sites. The application caters to all the
important functions of a commercial taxation
department like dealer registration, returns
filing, assessment, and enforcement etc
besides taking care of staff functions
of payroll, personnel information system,
etc. The application named "MPTAXNET"
is completely VAT compatible and enables
MP commercial taxes to smoothly adopt
VAT as and when it is introduced in the
state.
Speaking on the occasion, the hon'ble
commissioner, commercial taxes, Dr Vishawapati
Trivedi said, "The successful completion
of the project was not possible without
the incredible enthusiasm of CMC Team."
Speaking on the occasion CMC's MD and
CEO, Mr S S Ghosh reiterated CMC's commitment
to develop indigenous IT solutions to
enhance eGovernance in the country. CMC
has worked especially in the areas, which
will enable centre and state Governments
to improve the G to C interaction as well
as improve the revenue mobilisation and
management activities of the government.
He complemented the MP government for
the lead they have taken in this area.
This application is web based where the
application and the database for the entire
state is located at a central location
at Indore in a cluster of ALPHA ES 40
Servers providing both redundancy and
high availability. Over a 3-tier architecture
all 4 zonal, 13 divisional and 78 circle
offices spread across 45 districts of
Madhya Pradesh is connected to the central
database and application server at Indore
over high speed leased lines taken from
BSNL. Industry proven Oracle 9i application
server and database has been used. The
front end has been developed using JSP.
Another important landmark in the technology
is that the whole application presents
Hindi as the acceptable working language
for the end users. CMC also implemented
an Intranet based mailing system for the
department whose extensive use across
the department has already delighted many
into adopting IT for day-to-day work.
Further enhancements to the functionality
would continue to be made over time to
the system to make it more citizens friendly.
Already plans are afoot to provide the
registered taxpayers direct access to
the database, using Internet. This would
enable the dealers to seek answers to
their queries, directly from the database,
24 X 7, without burdening the commercial
tax authorities for this work.
