In
India, the commissioner of family welfare
in a state implements various programmes
relating to the health and well-being
of citizens, including mother and child
healthcare and family planning services.
The
basic health services in rural areas are
available through primary health centres,
managed at sub-centres by multipurpose
health assistants. These assistants play
a key role in delivering various services
related to ante-natal care, immunisation
and family planning plus other health
programmes of the department of health
and family welfare.
CMC's
Family Welfare, Health Information and
Monitoring System (FHIMS) has application
software modules for primary health centres
(PHC), district medical and health offices,
offices of commissioners of family welfare
and the office of director of health.

Technical
architecture, hardware and software platforms
FHIMS
is based on a decentralised client-server
architecture in order to facilitate independent
functioning of all units. Pentium servers
are located at the district head office
and the state head office; the grassroots
level operations are handled on a Pentium
processor client running in a Windows
environment with Oracle as the database.
The application is developed in Microsoft
Visual Basic. The connectivity between
the head office server and the client
at the PHC is based on Ethernet LAN using
dialup lines.

elements: client server architecture;
dial-up network; PCs at primary health
centres; servers at district headquarters;
and Oracle and VB platforms.
